Yup. If politician P induces A to give money to P, then P has the money and can buy TV spots and lawn signs. But if P induces A to give money to B, then P still wields power, and B sees it, and may put a sign on his lawn anyway. Hillary Clinton had her own charity! And anyone can see the quid-pro-quo (and even Russian Collusion) behind contributions to it.
